Using record when running close to rate limit causes yellow spikes

If u use record in close to rate limited situations (https://github.com/etlegacy/etlegacy/issues/2679 ) there will be another pattern of yellows on lagometer in fixed intervals.

Basically using record in a very active server will increase amount of delayed packets
