Update fidesctl endpoint to avoid collisions with fidesops

Is your feature request related to a specific problem?

Given that fidesops is heavily API-dependent and would necessitate more changes, I think it more prudent to update fidesctl to avoid collisions.

As far as I can tell, there should only be one or two collisions (datasets and policies?) but this should be confirmed before closing out the ticket
