Config Wizard: Get Organization from API instead of using "default_organization"

When using the configuration wizard, the wizard should either load the organization from the API and pre-fill the organization step or should appear empty and allow the user to create an organization, so that the org can be applied to API calls throughout the config wizard and UI.

@mfbrown I think this still requires some BE work to be completed. We can use the list of organizations endpoint for now, but still tied to the user ultimately.
