When a banner is notice only it still needs to show the "manage preferences" link.

When you create a notice only notice and it is served, on its own, by a banner, the banner doesn't have the "Manage Preferences" link which is the only way to see the details of the notice currently.

The expected behavior is that the banner shows the link when in Notice Only mode.
