simplify cheque handling

With honey being its own token the cheque handling can be simplified.

Steps that should be done:

• [ ] remove honeyOracle (#2132)
• [ ] remove cheque.Honey (compute based on differences of cumulatives)
• [ ] check if pending cheques can be safely removed
