Investigate the problems with the current release-please setup and git/release history

Many times, release-please creates out-of-order release versions (such as expected: 0.51, actual: 0.41), bringing in a huge list of past items to the changelog.

This is likely happening because of a past release that was forced manually (bypassing release-please), which put the repository state in an incompatible state that confuses release-please frequently.

It would be great to have better understanding of this phenomenon and resolve it, as it creates too much unnecessary and annoying work with releases.
