Consider using the new postage snapshot (currently `use-postage-snapshot: false`)

The new postage batch snapshot is much more reliable, as the snapshot is embedded in the Bee binary rather than being on the Swarm network.

Maybe it is a good time to turn this optimization back on for much faster sync times during light node upgrades.

There is also a skip-postage-snapshot flag which may be the correct one.
