Implement stamp-funder feature

Implement a new feature called stamp-funder, similar to the existing node-funder, but specifically for funding stamps. This feature should handle the process of funding stamps within the system.

Acceptance Criteria:

• A new stamp-funder feature is implemented.
• The feature successfully funds stamps.
