improve metrics on open streams

Since the problem of stream leaks is haunting us, it would be nice to be able to measure how many open streams every protocol has. Having a split between open incoming and outgoing streams would be especially helpful to isolate certain areas of the codebase when looking for a problem.

Having metrics per protocol with the appropriate dashboards would benefit us as a dev-team.
