Add button or link to generate setup and verification scripts for Groth16 and Plonk to the circom plugin

Groth16 needs the trusted setup. Plonk does not. Plonk generates a larger proof - which could become an issue. Our script using Groth16 has bug in it - that throws an annoying error - proposed workarounds are in gh.

UI needs a radio button to choose Plonk or Groth16
