  1. add remix-ui-locale-module
  2. add locale file, include en-US and zh-CN
  3. translate setting, pluginManager, filePanel, home, terminal, search, solidity, udapp, debugger image

@drafish - A while the Remix team had discussed translating the UI into multiple languages. But we had decided that it would slow down the development of the tool and would add a lot of logistical problems.

You have clearly spent a lot of time on this PR, but I'm very sorry - at this time we cannot merge it.

The CircleCI tests always faild before. But I'v already figured out what caused the tests faild, and updated the code.

Somehow, CircleCI didn't run tests of my PR anymore. It may be because of my project has been suspended. I ran tests under my own organization, and tried to figure out why the tests always faild. I may have violated some protocols of CircleCI.

I'v already submit a request for circleci support. It's should have response in 3-5 business days.

Since I screwed up the CircleCI tests, I ran all e2e tests locally, and it all passed.
