Update `eth-bloom` and remove any local typeshed style hints

What is wrong?

eth-bloom recently landed support for PEP561 type hints.

How can it be fixed

  • update to a new release of the library (no release of eth-bloom with this enabled has been cut at this time)
  • remove any local typeshed style type hints that may be present
