This one activates PBSS, while the other one implements it. @rjl493456442 split the two in order to make the review easier

If this can work the way the pebble/leveldb switch does, where if omitted, Geth figures out which flavor the DB is and uses that flavor, that'd be amazing. That'd make it trivial to enable this on fresh sync and then not worry about it after, for automation frameworks.
