CI: Add EEST `fill` job

Add another CI job where we "execute" EEST tests from python source using fill + evmone-t8n. This way we will check all explicit tests asserts and we don't need the EEST release (pointing to any git commit should work). Moreover, we can detect evmone-t8n breaks early.
