Upgrade blockchain tests to v13.1 or newer. There are there tests releases: https://github.com/ethereum/tests/releases.

After upgrading from v13 to v13.1 there are some new failures: https://app.circleci.com/pipelines/github/ethereum/evmone/6275/workflows/2bd33615-39d7-4920-bdf0-9d21653679a8/jobs/86860.
