Fixed Broken Links

1. made sure no internal links are broken, including

• removing a couple of patently bogus links to fictitious all files
• copying 4 files from the old wiki files to the /archive folder

2. made sure all internal links would have .md suffix
3. made sure no internal links would have relative ./ prefix
4. labeled several external dead links as such
5. removed references to old wiki
6. added OCC LICENSE.md file

On the wiki.js configuration side, it is advisable to

1. setup backup/sync to Git Storage, and 1.a. backup current eth.wiki because it's not sync'ed to GitHub repo [at least, not to the master branch]
2. remove local/nongithub user accounts [other than Administrator perhaps]
3. possibly remove breadcrumbs
