Remaining route changes for EIP-7549 (besides events api)

  • Adds publishAggregateAndProofsV2 route
  • Update containers AggregateAndProof and SignedAggregateAndProof from Electra -- Honest Validator spec
  • deprecate publishAggregateAndProofs v1 api
