Add ERC: Crosschain Broadcaster

This PR introduces a cross-chain broadcasting standard. The approach uses storage proofs to trustlessly verify state on other rollups.

@yahgwai e5401cd needs to be reverted, the correct paths are eip- even though they are not the local filenames... (I know, it's confusing.)
