Would you like to take a stab at implementing this @Ethan-000? We'd be open to merging it.
I'd prefer to have the bibtex alongside the rendered form (so display both what we have today, and the bibtex.)
i can take a look when i have time :)
do we want this for all EIPs? or are there EIPs that are considered final and shouldn't be modified

It's part of the rendering process, so changing one would change them all.
GitHub has support for CITATION.cff as well, https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-citation-files
It generates a Bibtex citation as well
