Update EIP-8030: Remove redundant .to_bytes() conversion in signature verification

Fixes a runtime error in the EIP-8030 reference implementation where .to_bytes() , was incorrectly called on bytes objects.

EIP-8030 and EIP-7932 is under active development and is shortly going to be rewritten, or withdrawn depending on ACDE feedback.
