[E2E Testing] - New Template Tooling

We need to make task developers and facilitator's job going from end to end with this new superchain ops tooling a seamless process.

• [ ] local anvil fork of mainnet with multisig signers replaced will allow us to test our changes locally with an actual gnosis safe
• [ ] sign with multisig signer, gather signatures, then submit them to multisig
• [ ] update justfile commands to make this process the same interface for the current roles.
• [ ] update docs for this
• [ ] create videos for how to use existing templates and how to make new ones
