Add workflow for checking line width

Add lint workflow for ensuring ~~max~~ line width is same for all files to run on PR. Currently lines 120 or less are accepted. This pr will likely lead to large diffs to get this check to pass, these lint fixes should be addressed in many prs referencing this issue with smaller scope and not whole codebase at once pls.
