Adding ENS as a Preinstall

We should consider adding ENS as a preinstall as it is a useful utility. In the most ideal setup, it would be really easy to register a subdomain under .eth for an L2 so that new TLDs are not created. For OP Mainnet, this could look like .op.eth and then any domains that are registered on the L2 would fall under .op. This would likely require some chain specific configuration, but it would be a really nice standardization across the OP Stack if this was adopted
