Update the `predeploys.md` file to include description of the `GovernanceToken` and `L2ERC721Bridge`.

Is your feature request related to a problem? Please describe. The predeploys.md is an excellent summary of all the Predeploys for any L2 based on OP Stack. However, it doesn't include the description of the GovernanceToken and L2ERC721Bridge contracts.

Describe the solution you'd like A reader looking at the aforementioned README will have to dig deeper into the .sol files of these contracts and as a member of the Lisk team, we also are relying on an up to date predeploys.md for our documentation needs. I request that the description of the aforementioned should be added so that we can reference them in our docs.
