Describe the bug Can't get node synced after the hardfordk (we missed and upgraded after)

To Reproduce

• using both op-node:v1.4.3-rc.3 and op-node:v1.4.0 (another node)
• op-geth:v1.101304.2
• l2geth:0.5.31

Expected behavior Node is synced and on the tip

Not sure if you can easily recover if you missed the upgrade, may need to resync.
