indexer: default devnet toml configuration with local grafana instance/dashboard

The indexer is in a mature state. Some followups:

1. The default indexer configuration in the repository should be setup for the local devnet.
2. The docker-compose should include a grafana instance with a default dashboard available for the indexer and api services
