op-e2e: cleanup test actors, run all action tests in parallel

Description

This changes the action test actors to init with Testing as argument, so we can set up clean up actions like closing geth nodes properly, and avoid panics in set up.

And this updates the default testing setup to make tests run in parallel: all action-test complete within 2 seconds on my machine now.
