op-program: Consolidate changes to the dependency set

When a new chain is added to the dependency set for the first time, the interop op-program needs to make sure that the cluster doesn't reference the new chain.

This is probably not required for the first interop upgrade if a static initial depset is used.

Adding chains to the dependency set is not in scope for the initial release, so I'd say no.
