Interop Specs: Fault Proof

This is done when the specs for the fault proof are complete. Any decisions that need to be made to simplify the protocol to make the fault proof simpler to implement should be prioritized.

@pauldowman @Inphi is @protolambda still the best person to be assigned to work on this issue or someone on our, proofs side should take it?

I think someone from proofs should write the spec. I'll assign it to myself for now.

Closing in favour of https://github.com/ethereum-optimism/specs/issues/539 (will add that one to the interop proofs project board).

Either way it shouldn't be for the alpha devnet. I'll set the milestone as testnet for now.
