op-node: Allow empty contract for generic comm validity in Plasma Mode

Right now plasma mode requires a DA challenge contract. If we are in Plasma mode with generic commitments, we should delay finality by the challenge_window, but should allow empty DA challenge contracts. For keccak commitments, we require that the DAC contract is deployed.
