Build data models that decode and prepare L1 bridge deposits and withdrawals.

Split in to 2 parts:

• OPM - handle all legacy bridges & custom bridge contracts.
• Other chains - handle modern bridge contracts.

This old work exists in Dune. See the bridge flows model I made a few years ago.
