Read Chain Metadata from Superchain Registry

If chains are in the superchain-registry:

1. Read their available metadata from there (i.e. L1 contracts), rather than maintaining our own.
2. Calculate a field for OP Governed chains ProxyAdminOwner = "0x5a0Aae59D09fccBdDb6C6CcEB07B7279367C3d2A"

Eventually, only include chains in dashboards if they appear in the registry, to incentivize listings and remove the manual effort of managing multiple registries.

Ideally we also have some indication of when the registry changed, so we can mark when some configurations changed (i.e. when chains become "op governed")
