[DOCS] Add Protocol Versions to docs

Brief Description of the Docs Request

We need to update docs for mainnet protocol version upgrade to v4.0.0 for Canyon, but suggesting that we add ProtocolVersion page and a few other items to keep devs updated easier.

Description of the Documentation You'd Like

we probably want the following docs updates:

• ProtocolVersion page (new page)
• add a column to this table showing the required/minimum protocol version required for the network

It is still unclear if we are also bring up protocol versions stuff from specs repo
