add github action for stale discussions in the question and answer section

Is your feature request related to a problem? Please describe. It would be nice to get this process automated.

Describe the solution you'd like Label discussions as stale and then close them after some time has passed

Describe alternatives you've considered Manual can work, but its nicer to have an automated policy
