Partially done via #82, but reference-optimistic-geth (what the minigeth/l2geth-head should track) updated in the mean time, so another rebase (most likely with much smaller scope) is required.

Minigeth is no longer used. The op-program in the Optimism monorepo covers the L2 state transition. Closing this.
