SRI - missing tests builders

Overview

After https://github.com/eea-oasis/baseline/issues/788 is implemented, revisit solution and see if we need builder pattern for unit test prisma client mocks, if there is a lot of duplication, or if they will add value. If not, add comment here with explanation.
