Add guidelines for shortname

Some networks use very long names for the shortname and it is not clear if it should be possible to use upper case characters and if all unicode chars can be used.

https://eips.ethereum.org/EIPS/eip-3770 uses this shortname for better UX.

Might be worth adding another EIP or CAIP defining shortNames.
