Default Social Image (not available when allowAdminChanges set to no)

Description

The Default Social Image upload button is hidden when allowAdminChanges config setting is set to no. This setting shoudlbe be available on all environments

I had to enable allowAdminChanges, push to production, upload the new SEO default image, then disable allowAdminChanges locally and re-push to production.

This is a setting that the client should be able to access and not require developer assistance.
