Redirect going to Admin Guide slug rather than Front Facing URL

Description

I would like to redirect https://waypointnh.org/advocacy to https://waypointnh.org/programs/advocacy But instead it is showing me the content for this page in the CP. https://waypointnh.org/admin/usermanual/advocacy

Steps to reproduce

URI advocacy TO programs/advocacy

Same problem with : giving giving/supporting-waypoint
