Low TPS & Server Freezing - PM3

Esoteric, is impacting perfomance making it unusable (no, its not world lag). Esoteric behaviour For first, TPS are always lower: Even plugin tasks are blocked (commands still work). The window title statics are never shown. Stoping server is impossible (keeps on Stopping): Even the server is unjoinable (keeps infinite time on "Connecting...")

Without esoteric Works perfectly, no lag Plugin tasks are going as normal Window statics are there

The server freezing for no reason is actually a known issue - with no known fix. I've attempted implementing fixes for this issue before but to no avail.

I have a suspicion it's something to do with my custom network interface, but I have nothing to prove it.

This bug happens sometimes all the time, rarely, or never on different machines - which is why I'm still so confused by it

If I restart my computer, it backs to normal, even, some restarts (of the server) and then starts to doing this
