Support london evm hardfork

Overview

Currently the "london" hardfork is not officially supported, even though with ganache 7 it should be possible to use it.

Specification

Add london to the list of supported values in evm_version.

bumping this. exporting local transactions to tenderly requires the London hard fork. Is anyone working on this?
