Clarify second entry for arm on supported platforms table

In https://github.com/etcd-io/website/pull/701 we marked ARM64 as a tier 1 supported platform for 3.5+, however in that same table there is a second entry for ARM on linux which is marked at tier3 which is a bit confusing.

Hazarding a guess I believe the second entry relates to armhf / arm32 but we should confirm and be clear about this so the table is not confusing.
