Restore ARM64 robustness and 4 CPU race CI jobs

I'm opening an issue to track the current migration to the prow infrastructure of the ARM64 GitHub workflows. As we don't have access to the actuated GitHub runners, this forced us to migrate these jobs to the prow infrastructure. However, the robustness tests are failing (due to limited access to XFS/xfsprogs/dm-flakey), and the 4 CPU race tests are getting stuck.
