Post-initialization error

When I install org-gtd on Windows I seem to have issues relating to org and org-plus-contrib.

This time it was on post-initialization of org-gtd and the error was: invalid-function org-babel-header-args-safe-fn

I resolved the issue by deleting the org and org-plus-contrib packages from ~/.emacs.d/elpa/.
