Drop python in favor of out-of-the-box available java (IEP-1235)

It's impossible to proceed with installing Tools when no poothon executable selected.

But why?

Why poothon when we're doing bare-metal C/C++??? Why poothon when java is available out-of-the-box??? Why poothon, when AVRs, STM32s and even PICs are doing great using no poothons at all???

Just drop it and reuse available infrastructure. One strange dependency less is really good deal.

Thanks for your feedback!

Our underlying tools installer relies on the Python script (idf_tools.py) to function. Therefore, it's a prerequisite before proceeding for installation.
