show context link displayed on diffs without base files

e.g. in https://codereview.chromium.org/351863002/ for generated_resources.grd

since there is no base file, clicking the show context link does nothing. Either disable the link, or magically pull context from svn :)

This requires a better API from rietveld. How did you end up without a base file?

upload.py doesn't upload huge base files
