Publish Comments dialog should have a "Quick LGTM + CQ" button

Often I read to the end of a diff and want to LGTM+CQ the CL. I typically type "m" to bring up the publish dialog and then am sad that there's not button to push to solve my problem.

Some alternatives:

1. Make the row of buttons stick to the top of the viewport so I can always click them.
2. Teach me about the keyboard shortcut I should use instead of "m" to solve this problem. :)

I'll have to think about this. I fear having tons of buttons in every dialog.

Yeah, I realize this is a tough UI problem.
