Handle protection blocks that are attached to blocks

Handle behaviour for protection blocks like signs and banners that can be attached to blocks, but would be destroyed when the block is broken. The easiest way is to prevent it from being attached to blocks, though we may have to look at what happens when the block underneath is destroyed.

This is impossible to fix until https://hub.spigotmc.org/jira/browse/SPIGOT-5719 is resolved
