Install libtool-bin as dependency

Otherwise the ./configure fails with configure: error: could not find GNU libtool >= 1.5.26. The package has been introduced with Ubuntu 16.04 and Debian 8.

i am too, my system is ubuntu18 and i can't install libc6-dev-amd64,then i try next command. It show me this: checking for GNU libtool >= 1.5.26... no configure: error: could not find GNU libtool >= 1.5.26
