Dynamically create sites

Currently, MP-VPN sites (defined as a physical port on a hardware switch) are hard-coded in vpn.py. It'd be nice if we could define these dynamically, also if we could associate a site with a VLAN not a physical interface. The latter use case is useful if a site is attached via an OSCARS circuit.
